“Our our rainfall for six hours today is nearly equal to our average monthly rainfall...Due to climate change, we should expect more extreme weather events like extreme rainfall," Nathaniel Cruz, weather services bureau head of the Philippine Atmospheric, Geophysical and Astronomical Services Administration on record-breaking continuous rainfall for 6 hours, causing extreme floods in Metro Manila, impeding businesses.

 

With the impetus from the 2005 Hyogo Framework for Action, the global instrument for promoting disaster preparedness, “governments and firms are now focusing heavily on risk reduction, aside from response,” said Adelina Kamal, Head, ASEAN DMHAD.
